Summary
The FHWA, on behalf of the FDOT, is issuing this notice to announce actions taken by FDOT and other Federal Agencies that are final agency actions. These actions relate to the proposed State Road (S.R.) 30 (U.S. 98) Project Development and Environment (PD&E) Study (Financial Management Number 220260-3-22-01), referred to as "Around the Mound." The proposed S.R. 30 (U.S. 98) project will add capacity to S.R. 30 (U.S. 98) from S.R. 189 (Beal Parkway) to the West End of Brooks Bridge, and north along S.R. 85 (Eglin Parkway) to Hollywood Boulevard, a distance of approximately 0.6 miles along S.R. 30 (U.S. 98). Improvements consist of roadway widening from four to six lanes, improvements at signalized intersections, changes to the S.R. network involving portions of S.R. 30 (U.S. 98), S.R. 85, and S.R. 145; and the construction of stormwater management facilities.

S.R. 30 Widened and Realigned
The approved "Around the Mound" plan will widen S.R. 30 (U.S. 98) from four to six lanes and realign S.R. 30 north around the mound, covering about 0.6 miles along S.R. 30 from S.R. 189 (Beal Parkway) to the West End of Brooks Bridge, and north along S.R. 85 to Hollywood Boulevard. Improvements also include signalized intersection upgrades and construction of stormwater management facilities.
Deadline to Challenge Project Actions
If you want to sue over the federal approvals for the S.R. 30 (U.S. 98) project in Fort Walton Beach, any claim for judicial review must be filed on or before January 28, 2027. If a law allows a shorter filing period (less than 150 days), that shorter period still controls.
Environmental Approvals Finalized (FONSI)
The Environmental Assessment and a Finding of No Significant Impact (FONSI) for the S.R. 30 project were approved on June 8, 2026, and FDOT has assumed environmental responsibilities under 23 U.S.C. 327 (assignment effective December 14, 2016, renewed May 26, 2022). These final approvals allow the project actions described in the FONSI to proceed.

Roundabouts are proposed at the S.R. 524 intersections of Cox Road and London Boulevard, and shared use paths are proposed on both sides of S.R. 524. Additionally, the S.R. 524 interchange at Interstate 95 will be reconfigured to a diverging diamond interchange.
