Summary

The FHWA, on behalf of the State Department of Transportation (FDOT), is issuing this notice to announce actions taken by FDOT and other Federal agencies that are final agency actions. These actions relate to the proposed highway project known as the State Road (S.R.) 524 from Friday Road (south) to Industry Road (Financial Project Identification 437983-1), which will widen the existing two-lane roadway to a four-lane divided urban roadway. Roundabouts are proposed at the S.R. 524 intersections of Cox Road and London Boulevard, and shared use paths are proposed on both sides of S.R. 524. Additionally, the S.R. 524 interchange at Interstate 95 will be reconfigured to a diverging diamond interchange.

The project will widen a 3.15-mile segment of State Road 524 (from Friday Road south to Industry Road in the City of Cocoa, Brevard County, Florida) from two lanes to a four-lane divided urban roadway. The S.R. 524 interchange at Interstate 95 will be reconfigured to a diverging diamond interchange and roundabouts are proposed at the Cox Road and London Boulevard intersections.

Continuous shared-use paths added

The project includes continuous shared use paths on both sides of S.R. 524 along the 3.15-mile project corridor, described in the notice as proposed transportation improvements for all users. These paths are intended for non-motorized users along the corridor.

Deadline to file legal challenges: Jan 28, 2027

The FHWA advises that a claim seeking judicial review of the Federal agency actions on this highway project will be barred unless the claim is filed on or before January 28, 2027. If the federal law that allows judicial review gives a shorter filing period (less than 150 days), that shorter period applies instead.
