Programs provide cost-share and technical help
The Farm Service Agency administers the Emergency Conservation Program and the Biomass Crop Assistance Program (BCAP) to provide eligible producers and landowners cost-share incentives, technical assistance, emergency funds for rehabilitating farmland after natural disasters, and matching/establishment/annual production payments under BCAP. BCAP is authorized by Section 9010 of the Agricultural Act of 2014 and has rules for project area designation and payment types.
You must give FSA forms to get payments
If you are a farmer, rancher, landowner, biomass owner, or biomass conversion facility and want cost-share assistance or BCAP payments, FSA will collect information on several forms to determine eligibility and compute payments. The collection is annual and FSA says that without this information it cannot make eligibility determinations or compute payments in a timely manner.
You don't have to respond without OMB number
The notice says an agency may not collect information unless the collection shows a currently valid OMB control number. You are not required to respond to the collection unless the form displays that valid OMB control number.
