This law creates a government-wide USAID framework to prevent and treat malnutrition globally. It directs targeted programs, data-driven planning, and coordination with domestic and international partners to scale evidence-based nutrition services in priority countries. - Families and children: Focuses on reducing severe malnutrition among children under age five and pregnant and lactating women by expanding proven nutrition interventions and promoting fortified, nutritious foods. - USAID and health systems: Requires USAID to allocate resources, strengthen health systems, and use rigorous monitoring and evaluation to make nutrition programs more effective and accountable. - Partners and financing: Directs the Administrator to mobilize other federal agencies, multilateral donors, United Nations agencies, civil society, NGOs, the private sector, and the US International Development Finance Corporation to build local capacity, improve supply chains, accelerate research, and broaden finance partnerships.
117-hr-1448, PAWS for Veterans Therapy Act
This law creates a Department of Veterans Affairs pilot to provide canine training therapy for veterans diagnosed with post‑traumatic stress disorder (PTSD). The pilot must start within 180 days, run five years, and operate at at least five VA medical centers in geographically diverse locations, and the law also requires the VA to provide a commercially available veterinary insurance policy for dogs given to eligible veterans. - Veterans: Eligible veterans with PTSD can join a program that trains them to work with service dogs and may adopt a trained dog if it is clinically appropriate. Participation does not stop veterans from getting other VA PTSD care. - Service dog training organizations: The VA may contract with accredited nongovernmental trainers. Contracts must require certified instructors, forbid shock or prong collars, use positive reinforcement, prevent unsupervised access to trained dogs, tailor training to PTSD symptoms, and provide follow‑up support including lifelong help if adoption occurs. - Oversight and evidence: The VA will collect data on participation, veteran satisfaction, and clinical improvements. The VA must arrange a Government Accountability Office briefing within one year of the pilot start and a GAO report within 270 days after the pilot ends.

117-hr-3076, Postal Service Reform Act of 2022
Postal Service Health Benefits Program creates a USPS-specific health plan inside the Federal Employees Health Benefits Program and pairs that change with Medicare coordination and stronger postal oversight. The law also lets USPS offer new nonpostal services to raise revenue and requires much more public performance and cost transparency. - USPS employees and annuitants get a dedicated FEHB program with standard enrollment choices (self, self plus one, self and family), a transitional open season, and Medicare rules that include a special six-month Part B enrollment window beginning April 1, 2024 with coverage starting January 1, 2025; most Medicare-covered annuitants must have Part A and Part B to enroll, with specific grandfathered exceptions. - State, local, and tribal governments can buy property or nonpostal services from USPS for public, noncommercial purposes if the agreements reimburse at least 100 percent of attributable costs each year and follow new public posting and Governor-approval rules. - Oversight and performance changes require a weekly public dashboard, a PRC review of cost attribution, an Inspector General audit of PRC data, a Flats operations study with a 6-month remediation plan, and specified FY2022 funding: $7.5 million to CMS, $16.0 million to SSA, and $70.5 million to OPM. The law provides $94.0 million in FY2022 to federal agencies and requires USPS to deposit an equal amount into the Treasury, making the FY2022 transactions roughly budget-neutral.

This law expands federal efforts to increase research, awareness, and prevention of valvular heart diseases. It directs the National Institutes of Health and the Department of Health and Human Services to support research, hold a mitral valve prolapse workshop, fund prevention and awareness projects, and improve public health data on cardiac arrests. - Researchers: The NIH and the National Heart, Lung, and Blood Institute can fund studies using advanced imaging and other methods to learn causes and risk factors. The Institute must convene a workshop within two years to identify research needs and recommendations for mitral valve prolapse, including risks for sudden cardiac arrest and sudden cardiac death. - Patients and families: HHS can award grants and contracts and provide technical assistance to improve public awareness of symptoms and risk factors. Projects may be prioritized for populations most affected by valvular heart diseases. - Public health and clinicians: The law supports continuing Centers for Disease Control and Prevention activities, aims to improve data quality on out-of-hospital cardiac arrests, and requires HHS to identify and share best practices for health care providers. Authorizes up to $28 million per year in appropriations for fiscal years 2023 through 2027 to support these research, prevention, awareness, and data activities on valvular heart diseases.
