Show full summary
  • Federal cyber employees can volunteer for rotations with agency approval and a written service agreement. Details generally last 180 days to 1 year and can be extended up to 60 days. Employees return to the same or an equivalent job without loss of pay, seniority, or other rights.
  • Agency heads designate which cyber positions are eligible and compile an official list to guide rotations. Details are nonreimbursable and the employing agency keeps control over assignments and overall employment terms, and the program ends five years after enactment.
  • The Office of Personnel Management must issue an operation plan within 270 days covering procedures, training, performance measures, and return rights. The Government Accountability Office must report on participation, rotations, and skill development by the end of the third fiscal year after that plan is issued.

Cyber rotation program ends in five years

The law repeals this program five years after enactment. Unless Congress extends it, new rotations and program protections end at that time.

New rotation program for federal cyber workers

The law creates a voluntary rotation program for federal cyber workers in Executive branch agencies (not GAO). The OPM Director issues an operation plan within 270 days and keeps a list of rotational jobs, updated each year. You can apply with your agency’s approval; selections follow merit rules, and excepted-service staff need OPM approval for competitive roles. Details last 180 days to 1 year, with one 60-day extension unless your home agency objects. You return to the same or equivalent job with no loss of pay, seniority, or rights, and reviews are coordinated. You must sign a service agreement to stay with your agency after the detail for the same length as the detail.
