Summary
Protecting shipment manifests and personal data from public disclosure. This law limits what parts of cargo manifests are available to the public. The Treasury Secretary can block disclosure for each shipment if releasing details is likely to cause personal injury or property damage, or if the information is exempt under federal law. It also requires removal of personally identifiable information such as Social Security numbers and passport numbers before any manifest is made public. The change takes effect 30 days after enactment.

Stronger privacy on shipping manifests
The law limits what the public can see on shipping manifests. The Treasury Secretary can block a specific shipment’s details if release is likely to cause injury or property damage. Public access is also blocked for information exempt under FOIA (5 U.S.C. 552(b)(1)). Before any manifest is shared, the government must remove personal data, like Social Security and passport numbers. These rules apply starting 30 days after enactment.
