VA repays misused benefits to heirs
If a VA beneficiary dies before repayment for misused benefits, VA pays the money to eligible heirs or the estate under survivor rules. VA cannot pay a fiduciary who misused the funds. A related rule now applies to the whole section, clarifying how these payments work. Effective on enactment.
