The law names the Department of Veterans Affairs community-based outpatient clinic in Monroeville, Pennsylvania the Henry Parham Department of Veterans Affairs Clinic. It records Parham's life and service. He was born in November 1921 in Emporia, Virginia, was drafted in 1943, served with the segregated 320th Barrage Balloon Battalion, and landed at Omaha Beach on June 6, 1944. His unit hoisted balloons up to 2,000 feet and he guarded the beachhead and supply pipeline for two months before returning to the United States in September 1944. After the war he lived in Wilkinsburg and worked as a heavy equipment operator, volunteered at the Pittsburgh VA, and died July 4, 2021 at age 99 as the last surviving African-American combat veteran who participated in the D-Day landings. The designation takes effect after enactment.
