Bill Overview

Analyzed Economic Effects

4 provisions identified: 3 benefits, 1 costs, 0 mixed.

More NIH research on cardiomyopathy

NIH coordinates and may expand research on causes, biomarkers, and long‑term outcomes. Efforts must avoid duplicating other HHS work. The Secretary and NIH report to Congress within 18 months. The report sets adult and pediatric research plans and top needs.

Grants to equip schools with defibrillators

School districts can apply for grants to buy defibrillators and teach CPR. Money can fund devices, batteries, maintenance, training, emergency plans, and replacements. Schools must work with a qualified health group. Public and public charter schools are eligible.

Heart risk tools for families and schools

The CDC develops and posts a heart risk worksheet. It explains warning signs, family risk, and when to screen. The Secretary creates public education materials within 18 months. By 30 months, states share them with schools, families, and health workers. Materials cover cardiomyopathy and genetic rhythm disorders and give AED and CPR guidance for schools.

No new federal funds for heart programs

The law does not authorize new federal money for these heart education, research, and school grant programs. Agencies must use existing funds or wait for future appropriations.
