Reimbursement for Tulelake Pumping Plant D

The Interior Department can reimburse the Tulelake Irrigation District for up to 69% of Pumping Plant D operation and maintenance costs. The cost must benefit the United States. The agency can sign one or more agreements with the District to provide this reimbursement.

New Klamath Basin restoration work

The Interior Department can plan, build, run, and maintain projects in the Klamath Basin. Projects can reduce fish entrainment, lessen irrigation facility impacts, and restore habitat, including Tribal fisheries held in trust. The Department can do feasibility studies. It can sign contracts and cost‑sharing deals with states, Tribes, local governments, and private parties, and accept non‑Federal money. These actions aim to cut water conflicts and protect Basin resources, with a focus on Klamath River Tribal fisheries through joint agreements.

Safeguards for Klamath projects and dams

The Interior Department must follow the National Environmental Policy Act, the Endangered Species Act, and all other laws when using these powers. The law keeps all Tribal trust and treaty duties in place. It does not create or change any water right or claim that existed at enactment. The Department must also follow the 2016 Klamath Power and Facilities Agreement, including Attachment A, for the Keno and Link River Dams.
