Sponsored By: Senator Peters, Gary C. [D-MI]
Became Law
Summary
Authorizes a fee-funded "authorized operator" to manage and modernize the Commercial Driver's License Information System (CDLIS). The law reorganizes and clarifies who the Secretary of Transportation and states are in the CDLIS framework and creates a clear fee-based path to fund operations and upgrades.
Show full summary
- States and motor vehicle agencies: States are required to operate the CDLIS on an ongoing basis, replacing a prior date-based deadline and keeping state responsibilities central.
- Authorized operator and funding: The Secretary may designate a qualified "authorized operator" to operate, maintain, develop, and modernize CDLIS and to collect reasonable user fees that fund those activities. Fee revenue is credited to an appropriation account or to an account the operator designates and remains available until expended.
- Secretary and accountability: The statute names the Secretary of Transportation for section purposes, bars charging the Secretary fees for access if an operator is designated, and requires quarterly fee statements to the Secretary for oversight.

Bill Overview
Analyzed Economic Effects
2 provisions identified: 0 benefits, 1 costs, 1 mixed.
States must run commercial driver data system
State driver licensing agencies must operate the national commercial driver license data system at all times. This is an ongoing duty, not a one-time deadline. Effective upon enactment.
New fees and operator for state commercial license data
The Department of Transportation can name an authorized operator to run the national commercial driver license data system. The Secretary or that operator charges reasonable user fees, which must match the system’s needs. All fees go to special accounts and only fund operations, staff, and upgrades for the system. If an operator is named, the Secretary pays no fees and gets fee statements every quarter. These rules take effect upon enactment.
