Citizens-only rule for federal voting
If enacted, you would need to be a U.S. citizen to vote in any primary or other election for President or Vice President. You would also need to be a citizen to vote for electors for President or Vice President, or to vote for Senator or Representative in Congress. Noncitizens would not be allowed to qualify to vote in those specified federal elections. The amendment text does not set an effective date or transition rules.
States must enforce citizen voting
If enacted, each State legislature would have to pass laws to enforce the citizen-only rule for federal elections. Congress could make or change those enforcement rules at any time by law. Congress would also have the power to enforce the amendment for the District that is the seat of Government (Washington, D.C.). The text does not include funding or an effective date.
