Sponsored By: Representative Luna, Anna Paulina [R-FL-13]
Introduced
Summary
Expands the Foreign Agents Registration Act (FARA) to cover monetized social media influencers. - Influencers: People with monetized social media accounts could need to register if they act at the direction of or for a foreign principal. This targets creators who earn money on platforms.
- Platforms: The bill links the term "social media platform" to the Trafficking Victims Protection Reauthorization Act of 2022 definition, aligning platform language with FARA.
- Transparency and enforcement: The definitional expansion broadens who may fall under FARA's registration and disclosure rules, enabling future registration actions for covered online political activity.

New foreign disclosure rules for influencers
If enacted, this bill would add social media influencers to the Foreign Agents Registration Act (FARA). It would insert the phrase "a social media influencer or" into FARA's definition section and add two new definition subsections. The bill would define a "social media influencer" as anyone with a monetized social media account. It would define "social media platform" by referencing the Trafficking Victims Protection Reauthorization Act of 2022 (42 U.S.C. 1862w). Monetized influencers could need to register and disclose under FARA when they act for or at the direction of a foreign principal in covered political activities. The change would take effect upon enactment.
