CARGO Act of 2025
Sponsored By: Representative Nehls, Troy E. [R-TX-22]
Introduced
Summary
Ends NIH support for foreign live-animal research. This bill would bar the National Institutes of Health (NIH) from funding any research that uses live animals unless the work happens inside the United States.
Show full summary
- U.S. researchers and institutions would still qualify for NIH support for live-animal studies only if the work occurs within U.S. borders, including the District of Columbia and U.S. territories.
- Foreign research organizations would no longer receive NIH grants, contracts, cooperative agreements, or technical assistance for projects that use live animals. NIH funded about $2.2 billion to foreign organizations for animal research from FY2011 through FY2021.
- Congressional findings say NIH does not inspect foreign institutions and relies on self-reported animal welfare information, which lawmakers link to instances of mistreatment in NIH-funded foreign research.

No NIH funds for animal studies abroad
If enacted, NIH would be barred from funding live-animal research done outside the United States. This would cover grants, contracts, cooperative agreements, and technical assistance. "United States" would include the states, Washington, D.C., and U.S. territories. The change would start upon enactment. Researchers abroad would lose NIH support for this work; U.S.-based projects could see more applications and funding shift inside the country.
