- Researchers and U.S. universities: Would lose access to NSF funds for projects that involve partnerships, contracts, joint ventures, or other affiliations with listed foreign entities. This could force institutions to end or restructure some international collaborations.
- Foreign entities and affiliates: Entities on the specified export‑control or Chinese military company lists and their corporate families would be ineligible to receive NSF grants or other assistance.
- National Science Foundation and research ties: The prohibition applies notwithstanding other law and ties its scope to specific federal lists so updates to those lists would change who is covered.

NSF grants barred for listed ties
This bill would bar the National Science Foundation from giving grants or other aid to anyone linked to certain foreign-listed companies. It would apply if your school, lab, or company has a partnership, joint venture, contract, or ownership tie with an entity on the Export Administration Regulations Entity List (Supplement No. 4 to part 744), the section 1237 (1999 NDAA) list, or the section 1260H (2021 NDAA) list, or their successor lists. It would also cover parents, subsidiaries, and affiliates of those companies. The ban would apply even if other laws would allow funding. Universities, researchers, and contractors with these ties could lose eligibility for NSF funding.
