Nuclear Medicine Clarification Act of 2025

Sponsored By: Representative Davis, Donald G. [D-NC-1]

Introduced

Summary

Sets numeric dose thresholds that make radiation from extravasation in nuclear medicine a reportable "medical event". It directs the Nuclear Regulatory Commission to revise 10 C.F.R. §35.3045(a)(1) within 120 days to add a new provision addressing extravasation. That provision would treat as a medical event either a 0.5 sievert (50 rem) dose to the 5 cubic centimeter volume of tissue with the highest absorbed dose during residence time or a 0.5 sievert (50 rem) shallow dose to the contiguous 10 square centimeters of skin with the highest absorbed dose during residence time. The regulatory revision would take effect 18 months after enactment and the act includes no appropriations, penalties, or extra enforcement beyond mandating the rule change. *It does not authorize new spending or penalties and therefore is not expected to affect federal outlays.*

Clear reporting rules for nuclear medicine injuries

This bill would set clear report limits for nuclear medicine injection leaks (extravasations). The Nuclear Regulatory Commission would have 120 days after enactment to write the rule. The rule would start 18 months after enactment. A case would be reportable if an extravasation causes 0.5 sievert (50 rem) to the 5 cubic centimeters of tissue with the highest dose during residence time. It would also be reportable if it causes a 0.5 sievert (50 rem) shallow dose to the contiguous 10 square centimeters of skin with the highest dose during residence time.
