Bill Overview
Analyzed Economic Effects
5 provisions identified: 3 benefits, 0 costs, 2 mixed.
Cash rebates for household cool roofs
If enacted, the Department of Energy would run a rebate program to help households buy and install eligible cool roof products. Your rebate would be your installed square feet times a per‑square‑foot rate. For low‑sloped roofs: $0.25/sq ft if 3‑year aged reflectance is at least 0.80 and emittance at least 0.75, or SRI at least 99; $0.75/sq ft if reflectance is at least 0.90 and emittance at least 0.75, or SRI at least 114. For steep‑sloped roofs with asphalt shingles: $0.25/sq ft if reflectance is at least 0.25 and emittance at least 0.75, or SRI at least 23; $0.75/sq ft if reflectance is at least 0.40 and emittance at least 0.75, or SRI at least 43. For steep‑sloped roofs without asphalt shingles: $0.25/sq ft if reflectance is at least 0.40 and emittance at least 0.75, or SRI at least 43; $0.75/sq ft if reflectance is at least 0.60 and emittance at least 0.75, or SRI at least 71.
Who qualifies for cool roof rebates
You would qualify if your total annual income is under 200% of your ZIP Code’s median income (per HUD) and your ZIP Code area is at or above the 75th percentile on the CDC Heat and Health Index. You must live in a single‑family or multi‑family building. For DC, Alaska, Hawaii, and U.S. territories, until those places are added to the CDC index, only the income test and building type would apply.
Program funding and end date
The bill would authorize $25 million each year for fiscal years 2026 through 2030 to run the rebate program. It would also authorize a one‑time $600,000 to update the Cool Roof Calculator. The program would end on September 30, 2030.
Stack this rebate with others
You would be allowed to combine this rebate with other grants, rebates, or financial aid for the same cool roof product. This could lower your out‑of‑pocket costs even more.
Product ratings and test rules
The bill would set the test rules for what counts as an eligible cool roof product. Products would need a rating from the Cool Roof Rating Council. Performance would use 3‑year aged values and follow ANSI and CRRC standards (including S100‑2025 and CRRC‑1). It would also fix the roof slope cutoff at 2:12 to separate low‑sloped and steep‑sloped roofs.
