Stricter penalties for federal aid violators

If enacted, the Secretary of State would decide when the foreign aid rule is broken. Those decisions would stand unless a federal court overturns them, and Congress could review them under the Congressional Review Act. Within 60 days, the Secretary would have to report to Congress on what happened and how it will be fixed. A federal employee who knowingly breaks the rule would have to repay the misused funds, would be fired, and could not work for the federal government again. A grantee or contractor who violates the rule could be barred from future federal funds.
