Show full summary
- Voters and households: States would have to mail ballots to registered voters not later than 14 days before a federal election. Voters could send completed federal ballots postage free.
- Voters with disabilities: All mail ballots covered by the bill must be accessible so people with disabilities can vote privately and independently like other voters.
- People who use motor vehicle agencies and election officials: Driver’s license forms must include a federal voter registration option and the bill would trigger automatic registration when applicants demonstrate U.S. citizenship. Motor vehicle authorities must transmit registration data to election officials within 10 days or within 5 days when it is very close to the registration deadline.

Bill Overview
Analyzed Economic Effects
2 provisions identified: 2 benefits, 0 costs, 0 mixed.
Universal mail voting with free postage
If enacted, States would mail a ballot to every registered voter at least 14 days before a federal election. States could not add extra rules to vote by mail, other than deadlines to request and return a ballot. All mailed ballots would need to be accessible to people with disabilities, with the same privacy and independence. The Postal Service would carry blank and voted ballots quickly and without postage. This would start for federal elections in years beginning with 2026. It would not change State authority to run in-person polling places.
Automatic voter registration at motor vehicle offices
If enacted, motor vehicle offices would build voter registration into license applications, renewals, and address changes. If you show a document proving U.S. citizenship or are already registered, the office would send minimal data to election officials within 10 days (5 days near the deadline). Election officials would notify you and complete the registration unless you decline. Offices would not send data for people who show they are not U.S. citizens. A registration through a motor vehicle office would count only if submitted by the earlier of 30 days before the election or your State’s deadline. These changes would take effect 180 days after enactment.
