- Fuel producers and projects: Would change lifecycle greenhouse gas calculations by excluding indirect land use changes and would tighten emissions-factor rounding from 0.1 to 0.01, which affects how credit amounts are calculated for qualifying fuels.
- Federal agencies: Would require the Treasury Secretary, in consultation with the EPA Administrator and the Agriculture Secretary, to adopt regulatory methods for excluding indirect land use changes from the emissions calculation.

Clean fuel credit limited to U.S. feedstocks
Fuel producers could claim the credit only if their feedstocks are produced or grown in the United States. This would apply to fuel sold or produced after December 31, 2024. The credit would be extended through December 31, 2034. Lifecycle emissions used to set the credit would exclude indirect land use change. Treasury, with EPA and USDA, would set the method. The emissions factor would use 0.01 steps instead of 0.1. New emissions rates would apply to taxable years beginning after December 31, 2025.
