Summary
Clarifies that federal income tax exemptions are not "Federal financial assistance." - Charitable organizations and nonprofits: 501(c) tax exemptions would be excluded from the definition of Federal financial assistance, limiting when assistance-linked rules or conditions apply to those exemptions.
- Retirement plans and employers: Exemptions for plans described in 401(a) would likewise not count as Federal financial assistance, changing how federal requirements tied to assistance apply to those plans.
- Federal programs and regulators: Agencies would need to treat these tax exemptions separately when deciding which programs, requirements, or restrictions that attach to Federal financial assistance apply.

Charity and retirement tax breaks not aid
This bill would say that tax exemptions for charities and other tax‑exempt groups, and certain retirement plans, would not count as Federal financial assistance. Federal agencies would need to treat these tax breaks as not being federal aid unless a law clearly says otherwise. This could reduce some aid‑based conditions or reporting for those organizations. It would not retroactively treat past tax exemptions as federal aid. It would not change the tax breaks themselves.
