Protections for foster and adoptive parents

The bill would bar federally funded placement agencies from delaying or denying foster or adoption placements for certain reasons. Those reasons include raising the child by sex and refusing treatments to change appearance or affirm a different sex. They also include refusing to change the child's official records when the change conflicts with the child's sex. For these rules, "sex" would mean biological sex, with defined terms for male and female. Changes would start the first day of the next fiscal quarter after enactment. States could get extra time if HHS says a new state law is needed.
