Faster prison hiring for qualified applicants

If enacted, the Director of the Bureau of Prisons would be allowed to directly appoint qualified candidates to competitive service jobs at BOP facilities nationwide. This would let the BOP bypass most subchapter I hiring rules in title 5, while sections 3303 and 3328 would still apply. The authority would end when 96% of those competitive service jobs (counted as of the law's enactment date) are filled. The bill would not change funding or other programs.
