U.S. exporters face new Chinese lab limits
If enacted, the Commerce Department would have to add China’s Ministry of Public Security’s Institute of Forensic Science to its export control “entity list” within 60 days. The listing would also cover its aliases: the Forensic Identification Center of the Ministry of Public Security of the People’s Republic of China and the Material Identification Center of the Ministry of Public Security of the People’s Republic of China. If listed, U.S. exporters and manufacturers selling to this institute would face new license limits under the Export Administration Regulations. The President could waive the listing only by certifying within the same 60 days to the House Energy and Commerce Committee and the Senate Commerce, Science, and Transportation Committee that the institute is not acting against U.S. foreign policy and is not tied to human rights abuses in Xinjiang. The bill defines “entity list” as the BIS list in the Export Administration Regulations and would not provide new funding.
