Interactive Federal Review Act

Sponsored By: Representative Johnson, Dusty [R-SD-At Large]

In Committee

Summary

Modernize environmental reviews with interactive cloud platforms and high-fidelity 3D "digital twins". This bill would push federal highway projects funded by major grant programs to use those tools to speed NEPA analyses and improve community engagement.

  • Communities: Residents would see clearer, interactive visuals of proposed highway impacts, making public input easier and more meaningful.
  • Project sponsors and States: Projects funded by INFRA, Mega grants, RAISE, or National Infrastructure Investments would get priority if they plan to use these digital tools. The Transportation Secretary would select at least 10 demonstration projects to show how the tools work.
  • Federal NEPA process: The Transportation Secretary would publish technology-neutral best-practice guidance within 90 days, deliver a report on tool efficacy within 180 days, and post at least 5 NEPA examples developed with the platforms within 1 year.

Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Grant priority for digital review plans

If enacted, some highway grant applications would move up in line. The Secretary would give preference to projects that plan to use interactive, cloud platforms and high‑fidelity 3D models for environmental reviews and public engagement. This would apply when picking projects under INFRA, Mega, RAISE, and the national infrastructure investments program. It would change selection priorities, not the amount of money available.

Pilot digital environmental reviews for highways

If enacted, the Transportation Secretary would publish tech‑neutral best‑practice guidance within 90 days. The Secretary would pick at least 10 covered highway projects to test interactive, cloud tools and high‑fidelity 3D models during environmental reviews and public input. Within 180 days, the Secretary would report to two congressional committees on results, including efficiency and engagement metrics. Within 1 year, the Secretary would post at least 5 example environmental reviews online and send them to the committees. Project sponsors could ask to have their digital projects included in the report.

Which projects qualify and state powers

If enacted, the bill would define which highway projects are "covered." Covered projects would be ones funded by INFRA, Mega, RAISE, or the national infrastructure investments program (formerly BUILD). It would also make clear that nothing here changes State roles already assumed under the section 327 program.
