GAO would analyze ballot sending and return methods, plus how often these ballots are counted or rejected and why. It would review help from Voting Assistance Officers and their coordination with state and local election officials. GAO would also study ways each military department could expand voter registration information and help, and estimate the costs. A final report would be due to Congress by September 30, 2027.
