Sponsored By: Representative Burlison, Eric [R-MO-7]

In Committee

Summary

Would limit Amtrak's priority on tracks within 50 miles of ports and rail yards. It would shift track-use priority toward freight near those terminals while leaving the existing rules in place beyond that zone.

Show full summary
  • Freight operators and shippers: Would strengthen freight priority on shared lines located within 50 miles of a port or rail yard, expanding freight interests in those areas.
  • Intercity and commuter passengers and Amtrak: Would remove Amtrak's statutory preference on those segments, which could reduce scheduling priority for intercity and commuter trains.
  • Ports and rail yards: Would change how track access is resolved near terminals by legally favoring freight operations within the 50-mile zone.

Freight trains get priority near ports

If enacted, freight trains would get priority on tracks near ports and rail yards. Passenger trains run by or for Amtrak would not have preference within 50 miles of those sites. This would apply to intercity and commuter service. In an emergency, Amtrak could still get priority. Outside the 50-mile zones, current rules would stay the same, and the change would take effect upon enactment.
