Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

NASA hypersonic testing program for companies

This bill would create a NASA program to offer testing for very fast aircraft and related technologies. NASA would write a strategic plan within 60 days of enactment, aligned with the hypersonic roadmap. NASA would coordinate inside the agency to pick eligible technologies, and consult with the Defense Department and FAA on testing and safety. NASA would send a first report to Congress within 90 days, then report each year on past and planned tests.

No program funds for tech development

This bill would not let the program pay to develop the same technologies it tests. The program could offer test access, but not grant money to build or mature those products. Firms seeking development funds from this program would need other sources.

Security limits on NASA hypersonics partners

This bill would bar NASA from signing agreements for these technologies with entities of concern and some foreign‑tied companies or countries. It would use set definitions of foreign ownership and countries of concern to decide who is blocked. This could protect program security but would keep some firms out of testing deals.
