Show full summary
  • Beginning farmers and ranchers: Shortens time-based eligibility. It replaces prior 3-year requirements with 1-year rules and allows a qualifying 1-year period to be met in as little as 6 months.
  • USDA loan administration: Gives the Secretary broader discretion to define what counts as "substantial participation" and to accept alternative education or experience over shorter periods.

Easier farm loans for new farmers

If enacted, you would be able to qualify for a direct farm real estate loan with one year of substantial participation in farm management. The Secretary would be allowed to accept six months in some cases. The Secretary would also be able to count other education or experience as qualifying. The bill would replace a related three-year rule with a one-year requirement. This would make it easier for early-career farmers and farm business owners to apply for these loans.
