Show full summary
- Specialty crop producers and supply chains: Grants are meant to increase domestic demand for U.S.-grown specialty crops, which could help expand market opportunities for growers and related businesses.
- Eligible organizations and rules: Trade groups, cooperatives, State agencies, and private groups that promote domestic purchases could apply. Grants require a marketing plan and a non-Federal match of at least 25 percent, and in-kind contributions are allowed.
- Program administration and accountability: The Secretary of Agriculture would run the program through the Agricultural Marketing Service. Awards may be multiyear with annual compliance reviews, evaluations starting 15 months after the first grant, and independent audits if evaluations warrant them. The program bars certain direct assistance to for-profits promoting foreign products and limits support to non-small for-profits except specific exceptions.
*Authorizes $75.0 million for fiscal year 2026 and each subsequent year, increasing federal spending.*

Grants to boost U.S. specialty crops
If enacted, the bill would create a USDA program to award grants that grow the U.S. market for domestically produced specialty crops. The Secretary, through the Agricultural Marketing Service, would award grants to eligible organizations such as trade groups, cooperatives, State agencies, qualifying private organizations, and specialty crop marketing-order groups. The bill would authorize $75,000,000 for fiscal year 2026 and each year after, and the Secretary could use part of that money for administration. Grant applicants would need to submit an application and a marketing plan and certify Federal funds would supplement non-Federal funds. Recipients would have to provide non-Federal matching funds of at least 25 percent (cash or in-kind). Grants could be multiyear with annual reviews, monitoring and evaluation would start within 15 months of the first grant, and the Secretary could terminate grants for noncompliance. Grant funds could not be used to directly assist non-small for-profit companies promoting foreign-produced products, with limited exceptions for cooperatives and certain associations.
