Government review of data-center liquid cooling

This bill would require a federal review of liquid cooling in data centers. The Comptroller General would start it within 30 days after enactment. The study would cover R&D needs, energy and grid savings, compute capacity, coolant options, and failure risks. It would compare direct-to-chip and immersion cooling and draft reference rack, row, and room layouts. The team would consult governments, industry, academia, and national labs, and name an advisory group with DOE. A report would go to DOE and Congress within 90 days of enactment. It would include best practices, standards, security and resilience, and education recommendations. DOE would have 180 days after receiving that report to send Congress its assessment and R&D and heat-reuse advice, including why this matters for U.S. AI leadership.
