RRLEF Act of 2025

Sponsored By: Representative Amo, Gabe [D-RI-1]

Introduced

Summary

Tying JAG grant eligibility to firearm transfer limits is the core aim of the Responsible Retirement of Law Enforcement Firearms Act of 2025. It would bar applicants for Edward Byrne Memorial Justice Assistance Grants from transferring firearms to or buying from licensed dealers the ATF links to rapid criminal traces and would expand public disclosure about those dealers.

Show full summary
  • State and local grant applicants would have to certify they do not transfer a firearm to, or purchase a firearm from, any licensed dealer on the ATF's published list of covered licensed dealers.
  • The ATF Director would have to notify a State or local law enforcement agency if a firearm transferred by that agency was traced as used or suspected used in a crime and would publish the covered licensed dealer list within 120 days and then annually.
  • A "covered licensed dealer" would mean a dealer traced to at least 25 firearms in at least 2 of the prior 3 years where those traced firearms had a "short time-to-crime" of 3 years or less. The bill also removes several prior limits in specific appropriations laws to broaden public access to ATF tracing data.

Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 2 costs, 0 mixed.

ATF notifications and dealer list

This bill would require the ATF Director to notify a State or local law enforcement agency, within 120 days after enactment and annually after that, if any firearm transferred by the agency was traced as used or suspected in a crime. The ATF would also publish a public list on its website of each covered licensed dealer defined by the bill. The bill would change older appropriations language so ATF can disclose more tracing data by replacing open-ended fiscal-year phrases with fixed fiscal-year references. These changes would increase public and law enforcement access to tracing and dealer data.

New rule for listing gun dealers

This bill would create a clear test for when a licensed gun dealer is put on an ATF public list. A dealer would be listed if, in at least two of the three calendar years before the list is published, ATF traced 25 or more "short time-to-crime" guns to that dealer in each of those years. "Short time-to-crime" would mean the gun was recovered in connection with an actual or suspected crime within three calendar years of its last known retail sale. The bill would also use the definitions of "licensed dealer" and "firearm" from 18 U.S.C. 921(a).

Grant rule stops buying from listed dealers

This bill would add a certification rule for Justice Assistance grants. A grant applicant and every grantee or subgrantee under the applicant would need to certify they do not transfer firearms to, or buy firearms from, any dealer on the ATF's most recent covered-dealer list at the time of certification. The prohibition would apply across the applicant's jurisdiction when the certification is made. If enacted, this would restrict where state and local agencies eligible for these grants can purchase or transfer firearms.
