Bill Overview
Analyzed Economic Effects
3 provisions identified: 0 benefits, 2 costs, 1 mixed.
Hold a license 1 year before CDL
If enacted, you would need to hold a state driver's license for at least 1 year before getting a CDL. The rule would start on the date of enactment. If you already had a CDL on that date, you would be exempt. This could delay when you can start CDL jobs.
CDL tests would be English-only
If enacted, all CDL tests would be given only in English. The Department of Transportation would have 180 days to issue rules. This would cover entry-level training tests, knowledge tests for getting or renewing a CDL, and tests by approved third-party trainers on the federal registry. If you do not read English well, this could delay your CDL job start.
Tighter rules for non-resident CDLs
If enacted, the Transportation Secretary could revoke a state's power to issue non-resident CDLs or learner permits if the state fails to meet all federal standards, including this act and its rules. The bill uses existing federal definitions for CDLs and permits. This could limit where some non-residents get licensed and could change state policies.
