Grants for local crisis care centers

This bill would create an HHS grant program to build and run one-stop crisis care centers. It would authorize $11.5 billion each year from 2026 through 2030. Each year, money would be reserved: $3 billion for large cities, $1 billion for small local governments, $3 billion for counties, $2 billion for states, $2 billion for tribes, and $500 million for territories. Within each group, funds would be distributed by population or equal shares, as laid out in the bill. Grants could pay for buildings, equipment, and hiring and training staff. Centers would offer on-site mental health and substance use treatment (including medication for opioid use), counseling, case management, housing help, legal aid, outreach, and coordination with first responders and other partners. Applicants would have to show plans for community input, housing-first strategies, youth supports, and culturally competent, trauma-informed care. Recipients could subgrant to nonprofits, and programs funded could not discriminate against protected groups.
