Housing Financial Literacy Act of 2025
Sponsored By: Representative Beatty, Joyce [D-OH-3]
Introduced
Summary
Would give first-time homebuyers a discount on FHA mortgage insurance if they complete approved housing counseling before signing their mortgage application or sales contract. The bill would lower the FHA single-family mortgage insurance premium by 0.25 percentage points from the standard premium the Secretary sets and replaces prior language that referenced a 2.75 percent cap. The discount applies only when counseling finishes before signing and is written as a premium reduction rather than a separate subsidy.

Lower FHA insurance for first-time buyers
If enacted, first-time homebuyers using an FHA-insured mortgage would pay a lower insurance premium. The rate would be 0.25 percentage points (25 basis points) below the standard FHA premium. To qualify, you would need to finish a housing financial literacy counseling program before signing a mortgage application or a sales agreement. This would apply only to FHA single-family mortgages. The bill does not list a start date.
