Easier congressional help for immigration detainees
If enacted, immigration detention centers would have to give you the National Detainee Handbook and the facility handbook within 24 hours of arrival. They would do this in your language when available, or provide a professional interpreter if you ask. The handbook would include a section on how to get help from a congressional office and how to file a complaint. On written request, you would get a Privacy Waiver (ICE Form 60-001 or a successor) and a Congressional Privacy Release. You could use the law library, a computer, email, printing, copying, and writing supplies to contact a congressional office or a third-party helper. Within 7 days of your request, the center would electronically notify the proper congressional office and include your Privacy Release; this would be the office for your last U.S. address or your helper’s address. If the center does not give the forms within 30 days, or breaks these rules, you could file a grievance or sue in federal court, with an interpreter provided if needed. The amendment would take effect 90 days after enactment, DHS would issue rules within 180 days, and centers would be notified within 270 days.
