Sponsored By: Representative Moylan, James C. [R-GU-At Large]
In Committee
Summary
This bill would require the Secretary of Commerce to deliver an annual, unclassified report on China’s advanced AI capabilities and supply chains. The report aims to give Congress detailed, up-to-date evidence to guide export controls and other national security responses.

- Policymakers: Receive a technical baseline covering AI chips, fabs, semiconductor manufacturing equipment, AI models, research funding, and diffusion abroad. The first report is due within 180 days and then annually for 3 years.
- U.S. companies, national labs, and universities: May be asked to coordinate with Commerce and to provide data or expertise that appears in the unclassified assessment. That information could shape future export-control and trade decisions.
- Security and export-control agencies: Get granular analyses of diverted U.S.-controlled integrated circuits, electronic design automation software, supply-chain origins, and five-year trend data to identify loopholes and recommend actions.
