Block foreign adversaries from rulemaking
If enacted, this bill would bar a foreign government that the Secretary of Commerce designates a "foreign adversary" under existing rules. It would also bar nationals of, and entities incorporated in, those designated governments. Barred parties could not submit public comments on proposed federal rules or petition agencies under the notice-and-comment process (5 U.S.C. § 553). The bill relies on the Secretary of Commerce's determinations under 15 C.F.R. § 791.4(a) and does not set an effective date or provide funding.
