  • Communities near proposed consolidated interim storage sites would see those projects blocked. Any license that fits the bill's ban would be deemed null and void if enacted.
  • Owners of spent nuclear fuel and utilities would be limited to storing fuel at the reactor where it was generated or at federally owned interim storage or federally owned repositories under the Nuclear Waste Policy Act.
  • The Nuclear Regulatory Commission would be barred from issuing licenses for interim or long-term storage at non-federal sites and the bill ties key terms to the Nuclear Waste Policy Act, narrowing NRC licensing authority.
  • The bill does not create new funding or program authorities and would take effect immediately on enactment.

Ban most private nuclear storage

If enacted, this bill would stop the Nuclear Regulatory Commission from issuing most private licenses to store spent nuclear fuel or high-level radioactive waste. Interim storage would only be allowed at the reactor site that produced the fuel or at federally owned interim storage facilities. Long-term storage or permanent disposal licenses would only be allowed at federally owned repositories under the Nuclear Waste Policy Act. Any affected licenses already in effect on the date of enactment would be deemed null and void. The bill would also adopt the Nuclear Waste Policy Act's definitions for key terms so the rules apply consistently.
