Sponsored By: Representative Moulton, Seth [D-MA-6]
Introduced
Summary
Blocks federal funding for military force in or against the Bolivarian Republic of Venezuela through December 31, 2026 unless Congress explicitly authorizes it. This bill would bar any funds appropriated or otherwise made available to the federal government from being obligated or spent on uses of military force in or against Venezuela during that period unless Congress either declares war or enacts a statutory authorization that meets the War Powers Resolution requirements after enactment. It leaves in place an exception for actions that fit section 2(c) of the War Powers Resolution.

Limits U.S. military action in Venezuela
This bill would prohibit the federal government from obligating or spending any funds to use military force in or against the Bolivarian Republic of Venezuela from the date of enactment through December 31, 2026. The ban would not apply if Congress declares war on Venezuela or later enacts a law authorizing force that meets the War Powers Resolution requirements (50 U.S.C. 1541 et seq.). Uses of force consistent with section 2(c) of the War Powers Resolution would also be allowed. The restriction would apply to federal agencies and recipients of federal funds, including the Department of Defense and federal contractors.
