Stops SmartPay contracts with gun retailer processors

If enacted, the bill would bar the General Services Administration (GSA) from awarding any new SmartPay contract for a commercial payment system that uses a payment processor which has implemented a merchant category code (MCC) for gun retailers. The ban would only apply to contracts awarded after the date of enactment and would not affect contracts awarded earlier. Payment processors and vendors could lose the chance to compete for SmartPay work. Gun retailers that rely on processors assigning an MCC could face fewer payment options tied to SmartPay users.
