Sponsored By: Representative Moore, Blake D. [R-UT-1]
Introduced
Summary
This bill would create an AI-driven annual review of the Code of Federal Regulations to find regulations that are redundant or outdated and push agencies to update or remove them quickly.
Show full summary
- Agencies must act fast. When the AI flags a regulation it is immediately referred to the responsible agency, which must decide within 30 days and then rescind or update the rule within 30 days; those agency decisions are final.
- OMB and NIST set the rules for the tool. The Director of the Office of Management and Budget, working with the National Institute of Standards and Technology, must implement the AI process within 90 days and review it at least once a year, with NIST standards for accuracy, transparency, accountability, and national security risk.
- More public record and a classified option. Agencies must publish brief written explanations of determinations on their websites and may provide Congress a classified annex when needed. The bill adds an expedited legal path so agencies can rescind or amend flagged rules outside usual notice-and-comment procedures.

Annual AI review of federal rules
If enacted, the Director of OMB would set up an AI system within 90 days to scan the Code of Federal Regulations. The system would run every year and must meet NIST standards for accuracy, transparency, accountability, and national security risk. Rules the AI flags would be sent to the agency that wrote them and the agency must publish a short explanation on its website. The Act would define key words used for the review, including what counts as an AI system, "redundant," and "outdated."
Fast agency fixes and removals
If enacted, when the AI review sends a rule to an agency, the agency would have 30 days to decide if the rule is outdated or redundant. That agency decision would be final. If redundant, the agency would have 30 days to remove the rule. If outdated, the agency would have 30 days to update the rule or remove it. These changes would apply even if they skip the usual notice-and-comment procedures of the Administrative Procedure Act.
