Firearm Safety Act of 2025
Sponsored By: Representative Kelly, Robin L. [D-IL-2]
Introduced
Summary
Allows the Consumer Product Safety Commission to set safety standards for firearms. This bill would remove the part of the Consumer Product Safety Act that keeps pistols, revolvers, and other firearms out of the law, so the CPSC could issue safety rules for those items.
Show full summary
- Families and gun owners: Would be subject to any future CPSC safety standards for firearms if the agency chooses to act. These standards could change what rules apply when buying or owning certain guns.
- Firearm manufacturers and retailers: Would fall under consumer-product rules and could have to meet CPSC safety requirements for pistols, revolvers, and other firearms.
- Consumer Product Safety Commission: Would gain explicit authority under the Consumer Product Safety Act to write and enforce safety standards for firearms by removing the statutory exclusion.

New safety rules for firearms
This bill would let the Consumer Product Safety Commission treat pistols, revolvers, and other firearms as consumer products. The agency would then be able to issue safety standards, require testing, and order recalls for firearms. Firearm makers, importers, and dealers would face new compliance costs. Those costs would likely be passed on to buyers. The change would take effect upon enactment.
