Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

End run-to-fail maintenance and penalties

This bill would require Amtrak to stop using a 'run-to-fail' maintenance model. Amtrak would have 6 months to report replacement maintenance strategies and cost estimates. Amtrak could not use a run-to-fail approach after 2 years and must implement a new strategy within that time. The Transportation Secretary could also withhold federal funds while Amtrak is found noncompliant with these refund and maintenance rules. These steps aim to improve reliability but could risk service or funding if Amtrak fails to meet the requirements.

Full refunds for Amtrak delays and cancellations

This bill would let you get your full ticket price back if Amtrak cancels a covered trip or it finishes more than 3 hours late because of an Amtrak failure. The Transportation Secretary would have 180 days to write rules on who is covered and how to decide fault. If Amtrak does not dispute liability, credits, vouchers, or rewards refunds would be issued within 7 days. Cash refunds would be returned as soon as feasible in the original form of payment. These refund rules would apply only in fiscal years when Amtrak accepts federal funds.
