Help for rural homeowners' water systems

This bill would let the Secretary award grants to private nonprofits so they can make subgrants and loans to individuals in rural areas. Nonprofits would use the money to build, refurbish, and service individually owned household water wells and decentralized household wastewater systems. Households in a nonprofit's service area with combined income under 60% of the area's median nonmetropolitan income (from the most recent decennial census) would be eligible for subgrants. Households with income at or above 60% would be eligible for loans up to $20,000. A subgrant for a wastewater system could include money to pay for a performance warranty that lasts at least five years. The bill would also change the year referenced in the statute from 2023 to 2031, extending the program's authorization through 2031.
