Summary
Blocks federal civil immigration enforcement on public transit in World Cup host metro areas. This bill would prohibit the Department of Homeland Security and the Department of Justice from using federal funds for civil immigration enforcement on public transit or at public transit hubs in metropolitan statistical areas hosting a 2026 FIFA World Cup match or FIFA Fan Festival from June 11 through July 19, 2026, except under narrowly defined exigent circumstances.

- Fans and commuters: Fans and daily riders in host metro areas would face a lower risk of civil immigration checks on buses, trains, and at transit hubs during the event window.
- Immigrant communities: Undocumented residents and visitors would likely see fewer enforcement encounters on public transit during matches and Fan Festivals.
- Federal enforcement operations: DHS and DOJ could not use federal funds for civil immigration enforcement on transit in those MSAs during that period unless an exigent circumstance exists. Exigent circumstances are limited to imminent risk of death or violence including terrorism, imminent risk to national security, immediate arrest or hot pursuit of someone posing imminent danger, or imminent destruction of material evidence.

Pause immigration enforcement on transit
This bill would bar DHS and DOJ from using federal funds for civil immigration enforcement on public transit or at transit hubs in any metropolitan area hosting a 2026 FIFA World Cup match or Fan Festival. Enforcement would be allowed only for limited "exigent circumstances": imminent risk of death, violence, or physical harm (including terrorism); imminent risk to national security; immediate arrest or hot pursuit of someone posing imminent risk to public safety; or imminent risk of destroying evidence material to an ongoing criminal case.
