Dedicated fund for Lower Colorado River conservation

If enacted, the government would create a Treasury fund for non‑Federal payments to the Lower Colorado River conservation program. The Treasury would move any unspent non‑Federal payments it already has into the fund within 90 days of enactment. New non‑Federal payments would be deposited as soon as practicable. The fund’s main money would be available to the Secretary to spend under Program documents without another appropriation. Interest the fund earns would only be spendable if Congress later appropriates it. The Treasury would be allowed to invest extra balances only in U.S. government bonds. States in the Program would not owe for any investment losses on their deposits.
