  • U.S. agencies: Within 180 days the Secretary of State, working with the Secretary of Commerce and the U.S. International Development Finance Corporation, would deliver an unclassified report assessing PRC/CCP use of the Belt and Road Initiative. The report would include a coordinated strategy and could transfer former USAID functions to the Department of State.
  • Implementation and metrics: Within one year agencies would produce an implementation plan with clear program metrics, goals, monitoring and evaluation, and a timeline that links to national security strategy documents. This would set targets and accountability steps for programs aimed at countering BRI influence.
  • Accountability, allies, and Congress: The unclassified report must be publicly posted and may include a classified annex. It would describe coordination with allies, especially in the Indo-Pacific, and be delivered to House Armed Services, House Foreign Affairs, House Ways and Means, Senate Armed Services, Senate Foreign Relations, and Senate Finance committees.
