Repeal 90/10 rule for for-profit colleges
If enacted, the bill would repeal the "90/10" revenue rule in section 487 of the Higher Education Act. This would remove the requirement that for-profit (proprietary) colleges get at least 10% of their revenue from non-Title IV sources to stay eligible for federal student aid. For-profit schools that take Title IV funds would no longer face that percentage limit. That could let those colleges receive a larger share of federal student aid. It could also raise risks for students and borrowers, like lower program quality or higher loan default risk. The bill does not specify an effective date.
