PERFORM Act

Sponsored By: Representative Strong, Dale W. [R-AL-5]

Introduced

Summary

This bill would make the Postmaster General's bonuses conditional on the Postal Service's financial health and nationwide service performance.

Show full summary

It would bar a bonus, incentive, retention payment, or other performance pay for the Postmaster General if in the prior fiscal year the Postal Service's costs exceeded its revenue or it failed to meet nationwide service targets. It would also block bonuses after certain poor audit outcomes or a failure to deliver a required annual report. The bill would require the Postmaster General to send Congress, within 30 days after each fiscal year, a report listing senior executive pay, the performance metrics used, the Postal Service's financial results, and national and district-level service data. The Postal Service Inspector General would review that report to determine whether the Service met the law's reporting and eligibility rules.
